Important update on study permit requirements for international graduate students
As of January 1, 2026, study permit applications will no longer require a Provincial Attestation Letter (PAL). The School of Graduate Studies (SGS) is closely monitoring these changes and will provide updates as needed. International students generally require a valid study permit to study in Canada. For more information on applying for a study permit, please visit the Centre for International Experience (CIE).
If you are submitting a study permit application prior to January 1, 2026, you may need a PAL issued by the Ontario government. The university will issue your PAL after you accept your offer of admission. Once you accept your offer of admission you will receive an email notification when your PAL is available for download through your GradApp status page. Rotman School of Management applicants will download through the Applicant Community.
If your program requires an admission deposit, we strongly recommend paying it as soon as possible to avoid delays.
Note: Students in the International Visiting Graduate Students (IVGS) program will still be required to submit a PAL when applying for a study permit.
